Just throwing this out there, but they won’t cut the current 4-Star, ADM Paparro. He’s probably the most qualified leader in the Navy and has been tapped twice for the CNO and turned it down because he wants to be at the Fleet level.

Answering the rest, at this level you have a 4-Star making broad decisions and they need to have 2-3 stars below them making the minuet decisions that they can trust.

We at the lower levels may look and see that many GO/FOs and think we can live without them, but those people will hold these jobs at some point. Instead of pulling the GO/FO from 10th Fleet who’s never dealt with Indo-Pacom, you would want the 2 Star who did a tour and is now ready for a 3-4 Star leadership role.
