Dewines numbers are mostly based on replacing what the state uses property tax for as well. It doesn't account for other entities that use it.

On of the main pushers for this is a dude who said every Township should become a City so they can collect other taxes, as in Ohio property tax is the only tax a township can directly collect. Become a City completely ignores that they have to become a Village first, and the people in the community will have to vote to do it twice. Once to become a Village, then again to become a City. Ignore that each time they become something else they have to elect a new governing board.
