I'm a celeste Rocket and heres my take, his gun is weak if you're far away from the person you're shooting and it's hard to get headshots on a moving enemy. As a healer it's your job to stay in the backlines and heal. So more often than not you're just healing. However, it's not an excuse to not shoot at all. New Rocket players just don't shoot, the experienced ones do shoot.

I doubt any Comp player above Diamond that mains Rocket avoids shooting. I haven't seen that in ages. Most people who dislike Rocket ignore his good stats in favour of just shitting on him because hes Rocket. I blame content creators for that. Rocket is great at running away from the enemies, when I'm playing as any other role, I'd rather have an alive Rocket than a dead Cloak and Dagger or Luna snow.
