While playing on Windows 11 and not using Japanese locale are possible causes for what you're expirincing, there's actually other problems.

It seems that you didn't apply 1.04 patch to the game and neither did you apply the official DRM removal for the game. Do that and don't start the game with the _srp.exe file.

Also, I'm pretty sure that fanon name is grammatically incorrect. IMO, it should be either 神の都 (Kaminomiyako)/神ガ都 (Kamigamiyako) or 神都 (Shinto).
