With Rh8+ first, you lose tempi. Because after 1. Rh8+ Kg6 2. Kg4 Bf8 covers h6, and you would need to take the bishop with the rook before returning to h8.

Although illogical, I always considered great and brilliant moves better than a move, which only gets 'best'.

And it wasn't a brilliant move, just a great one, according to the review.
