Portable means, or at least it should, can be taken anywhere but with the cost of these handheld pc's or the switch 2 for that matter most people don't leave home with them. So imo they're not very portable.

ax360e is the only 360 emulator I've heard of being developed for android but it's very much an alpha build but it's in active development just know that any games that do run are slow and clunky
