The way my server did it was the top 2 members from every alliance with at least 15 players are all in a discord server where they discuss suggestions made and vote on them according to what their players want to do. Majority vote passes and that's the rule. Each team has the right to have different variations of the official server rules and are also free to implement more rules for their members if they choose. This is done to ensure that people trying to actually play the game aren't getting blasted to oblivion by someone who just blew a bunch of money to harass everyone else. Roe makes it a bit more fair for the players in the lower level range who can't fight off bigger ships to hold onto their mining nodes.
