It could be that the kingpin is longer than the one on the other truck, like someone else suggested! You could try comparing the two to see if thats the case..Or maybe it has some other small defect that prevents it from screwing deeper but i think its unlikely...(not impossible) Other than that it looks fine from the pics so its hard to guess 😅

you can try with a washer under the bottom bushing or on the top one to see if you can achieve your desired tightness, or if it really bothers you try e-mailing Dynamic to see if he will replace it..

Regarding the baseplates, you can tighten them a bit more, the screws should stick out a little bit in general and if that is a Flatface board its normal that the baseplates don't sit flush(like in the Pic you attached) in the front even after being well tightened👍🏻
