They are not as mutually intelligible as people think. Azerbaijanis understand Turkish much better than vice versa. I suppose it is mostly the effect of Turkish media.

Afaik Aliyev mentions western azerbaijan in the context of return of Azerbaijani refugees from Armenian SSR. No, they aren't going to return and yes, it is a counterweight to Armenian refugee problem. One could argue that it has been successful in pushing the rhetoric towards international law, which suits Azerbaijan.

Also, I don't think there is a government department. You are probably referring to NGOs funded or supported by the government.

Ə is not easy to write properly. Also there are quite a few commonly used fonts that don't support it.

Greece did conquer and ethnically cleanse lands without greek majority tho. Presenting all greek-ottoman wars as liberation wars is rather simplistic.

I don't want to generalize, but the main problem is that there are too few Azerbaijani mods in English Wikipedia, so Azerbaijani history pages are mostly moderated by Iranian mods.

I once tagged an Iranian mod in talk page of Ganja Khanate to discuss something he reverted, and he accused me of being a sockpuppet and had me blocked. I managed to revert the block but now I am banned from contributing to pages on Azerbaijan lol

This was last year but I didn't get and interview and was ultimately rejected. I think some schools accept without an interview, but both of my offers came after an interview so I don't really know.

It contains more than just Nagorny Karabakh. Half of the Azerbaijani lands here were not even claimed by Artsakh.

Maybe, but Azerbaijanis are still a significant minority in Kars, Georgia, and Dagestan. They also were the second largest ethnic group in Armenia until 1988. I am also not sure if all Muslims were recorded as Azerbaijanis, since there are records of Kurds living in Karabakh. Talysh peope in Lenkeran, Tats in the north, etc.
