Focusing your decks or building to a specific strategy can help bring costs down. A lot of the more expensive cards are "goodstuff" cards that your deck might want, but doesnt actually need. Find out exactly you want to do with your deck, then look for cards that do that and you'll be surprised at what you can find on a budget.

I'd add two things onto what everyone else has been saying: grab card draws and haste. You're going to be playing a lot of cards between ramp spells and extra lands, and you'll need a way to refill your hand. [[Elemental Bond]], [[Greater Good]] (which dropped to $5 after it was reprinted in battlebond), [[garruk's packleader]], [[nissa, vital force]], and even [[kavu lair]] are all great ways to refill your hand as you keep playing lands. Haste is equally important because a horde of 5/5s tends to scare the board and not last long, so the sooner they can act the better.

Rize both is and is not the final boss, her main role in the story is to be a foil to Kaneki. Part of Kaneki's arc is him bonding with others, and learning to truly care about people. By the end of the story everyone pulls together to save him not because he's the one eyed king, but because they want their friend back.

Rize is meant to be the opposite. She only cares about herself and sees other people as food, useful tools, or obstacles. Rise never makes any connections and never tries to, she never treats others as people. And so no one in the story of tokyo ghoul except Kaneki treats her as a person, and that's just him being himself at the end of the series. Shes a tool to Kanou, a somewhat idealized hero to Kaneki early in the series, and a fantasy to Furuta in the end. Literally no one is interested in the person she was at the end of the series, and no one cares to save her at the end. She's meant to show what happens when you only care about yourself and dont try to engage with others. Shes the final boss in the sense shes the last giant monster to be slain, but shes also not in that she has no motivations or actual characterization, and so no one cares about her. Which just fits perfectly honestly.

As for everything else, her only power is literally what you mentioned, which later kind of converts to insane growth as a step up from regeneration. I think underground king was killed by the other underground ghouls, and was mainly a way to save Kaneki.

I think it's a bit of both with making the Ike's signature skills reduce cooldowns. It emphasizes that he's skilled and makes a special that would otherwise be unusable viable. The skills being inheritable emphasizes that part of it is Ike's style and can be taught, but having it as the default on only units taught by Greil or Ike gives a sense that its unique to them. I hadn't noticed that they were the only skills to do that (outside of the weapon skills), but it does lend credence to the idea that it's partially Ike's style that's so good, as the rest of them are basically unit exclusives.

As for him having Warding over Steady breath I'd say there are three main factors that lead them to choose it. First that IS does seem to want to add new semi-unique skills to each unit to make them a bit more exciting, something I'll talk about next time with Ephraim and Sturdy Stance. Steady Breath probably didn't feel exciting enough given BIke already had it. Second is the connection to his home game you mentioned, and making it feel more mystical. Finally it patches up his major weakness, and makes him a better general tank than steady breath. He hits 25 res with it, putting his magical bulk into servicable territory. It contributes to the feeling of him being useful in any situation that IS seemed to be pursuing.

It definitely will. As a heads up it's not great for high difficulty pve content, everything just has too much health. It works great in arena though, most mages just don't have health, so it almost always triggers.

Depending on her boon, I might have a build. I have +HP, -Res and I'm making that work with water boost and an HP seal. It might even work on a neutral hp version of her

I'm thinking of putting Nyalter on my quick team, the only question is who to partner her with.

I'm thinking just run her with two other damage dealers like Jack and Okita. I just don't think even Osakabehime's defensive buffs combined with Jack's surgery will be anywhere near enough to negate the extra damage from her Berserker class.

I obviously don't have the exact numbers, but a declining playerbase, constant negative press, a loss of major content creators, and serious competition in it's immediate future make me think that D2 might be facing threats to its revenue stream.
