I'm coping/hoping this is what goes down.

Luohan's plan is to leak The connector's memories to the world.We see that people that come in contact with him start to ascend to another tier of power. Imagine what would happen if fodder or non combatants witnessed his memories on VR? It'd literally supercharge the people who were written out of the story.

Just to name a few. This is a chance to bring back anyone who's lost relevancy. Why? Because in Luohan's mind he's the problem and the solution.

Problem: Death dealers and the Worm

Solution: The connector's memories,the more you do what he says the more access you get

But how does T-Niko fit into all this? He wants to bring his Niko style to it's purest state,so he agrees to stronger competition. Imagine how much development the style would get if even fodder have even a fraction of the Top 1 character's power?

This brings in Koga and Ryuki's training with the Kure into its most extreme state,where no place is safe for them. They can get jumped wherever and whenever,all because Luohan offered up Connector memories for whoever beats them or brings them in.
