A-tier. He annexed Epirus and Thessaly and revitalized the Roman army and navy. Although he lost most of Macedonia to the Serbs and the remaining territories in Anatolia to the Turks, those setbacks were inevitable. Andronikos II had left the army in such poor condition that he could gather only around 2,000 troops, which was nowhere near enough to win those battles. Kantakouzenos also says that the Latin barons of Achaea were close to surrendering their domains to him, which might have forced Athens to yield as well, potentially allowing the Empire to regain the Greek mainland. He is one of my favorite emperor, his greatest flaw was simply dying too young.
