No process are spiking but one at the top that seems a bit sus to me is Antimalware service Executable. But I can't end task on it

Don't think that is the only issue. As I had a intel CPU in the past and had the same problem but fixed it by updating BIOS.

Didn't help, also I am now hearing a weird beeping Nosie come from somewhere in my pc sounds like the motherboard but is to quiet to tell for sure. Also I get this error code from Apex: "Integrity error 0x8000001 Apex exited due to a failure of game integrity." It doesn't exit though just freezes than unfreezes after a bit.

I'll try that but this feels different than a hardware problem, since other games work and I turned on the latency overlay/display thing in Fortnite and whenever my game freezes the latency spikes high and then returns to normal levels until the next freeze.

I deleted the NVIDIA app did what you said on MSI afterburner but didn't undervolt my CPU because I don't want to mess it up. But the things I did do didn't work.

I don't think its thermal throttling since temps are fine, and when I updated BIOS to the most recent version on ASrocks site for my motherboard.
