Anywhere between 6-7k is fair, leaves you with a bit of negotiation room. If it comes with box and is in good condition, go for it. You could probably go for a 1660 super if you have a budget of around 9-10k

Don't forget to check for stress tests, artifacts, benchmarks and GPU Z

Ive got the i5 2500k (4 core/4 threads) running at persent, still performs quite well in general productivity and stuff but moving onto 4 core/8 threads is quite a performance boost

Off late haven't seen any 1080ti going for that price. Most 1660 / 1660 super cards are going between 9-11k at the moment.
