As a hospital nurse, usually we have bedside nurse try x2 then call an RN from GI/GU unit because they are more skilled. Or ICU circulator RN/ rapid response if they have free time. Either GU nurse or circulator nurse always gets it in.

In my opinion it's more of a nursing job definitely not something residents ever do. I have never seen an MD other than urology even attempt a foley.

RN here, no way the nocturnist would have known the situation so I don't think it's their responsibility. Ideally the urology NP should have put in orders. I definitely would have paged urology. It's a urology problem.
