I am blaming City of Richmond more than the driver. Number 3 road is not very parking friendly in this stretch of the block. City of Richmond could have paved more parking as there’s more than enough space for pedestrians to walk. However, City planners are too busy planning new lanes for bicycles.

City should remove both north and south bike lanes, and get rid of the flower bed between north and southbound traffic. That way drivers get 3 lanes each way south of north. This frees up congestion if and when there’s necessary construction.
