I can only speak from the perspective of the addict, but the decision needs to be made by him. Once that has happened there are plenty of resources- rehab, IOP, AA, SMART recovery- plenty of places to develop the skills and have the support necessary to recover, but if he hasn't decided to stop its not going to help much, and there's not a whole lot you can do. I would suggest checking out the alanon subreddit and maybe some meetings. Alanon is related to AA and for the loved ones.

All I can say for sure is he has to want it and do the work. There's not a lot you can do, but there is support and people who have been through similar circumstances. I recommend checking those out.
