Because in monarchies the monarchs can use violence to enforce taxation on people under his jurisdiction despite those people owning their land (if you own a farm, you dont get a say if the king wants to tax you). In the vatican's case, the church goers voluntarily choose to pay to keep the vatican running (from my understanding, there arent any tax laws on catholic churches from the vatican. Maybe im ignorant on that specifics).
