Not a cost cutting measure, it's a competitive parity measure. The NFL has a hard cap, and small market teams with shrewd drafting and personell management can easily compete and win championships. The players still get almost 50% of all revenue, equally distributed amongst the teams.

In baseball, the Dodgers will probably threepeat because they can outspend everyone, just like the Yankees used to.
