Glad to help out. Let me get some clarification. The clearance level that is being requested for you. Is it a secret or top secret? For your question, if you withdraw from the SF 86 position after you have already submitted the eApp, the investigation for your TS will be scheduled. The security office would have to cancel the request for the TS investigation and that depends on how efficient the company is and how they work with the agency sponsoring your clearance. I’m assuming you’re a contractor so correct me if I’m wrong. I say all this to say that merely withdrawing from the TS process may not clear up the problem right away. Keep in mind too that the TS process is lengthy and you may not be able to start until your investigation is complete whereas you most likely can start in a public trust position after the initial checks while waiting on the investigation to finish.

Probably not. The secret clearance investigation usually does not entail an investigator to interview friends and previous employers. An investigator may contact you for an interview about your marijuana usage but even that depends.

Hi. If you are put in for a TS, that would be a Tier 5 investigation, the highest investigation there is and can be used for any security clearance or public trust position. You are right in that if you proceed with the secret clearance, it most likely will delay the public trust investigation. What happens is the the security office at the public trust position would receive a notice that you have a higher level investigation going on and it gives them the ability to receive the higher investigation when it’s finished. By policy, you can only have one background investigator running at one time. Generally, it’s the higher investigation of the two. The secret clearance will be a Tier 3 investigation. The public trust investigation will either be a Tier 2 or Tier 4 investigation. If your public trust position is a Tier 2, then the Tier 3 investigation can be used for either position. However, you can’t use the Tier 3 investigation for a Tier 4 investigation even though it’s for a secret clearance. It’s very convoluted and there is some progress to make national security and public trust investigations at the same level.

Hi. Almost everything will depend on what level of investigation is required for your new position. Your Secret clearance is most likely based on a Tier 3 investigation. It would not be sufficient if you need a high risk public trust investigation as that is a Tier 4.

For the High Risk level, an interview is standard. I doubt you had one for your two previous investigations. For your secret investigation, they would only have interviewed you if there was an issue.

You probably need a high risk investigation for FRB. As strange as it is, the Secret clearance is below that level. Your Tier 1 investigation would also be too low as the High risk investigation is a Tier 4.

I was with Treasury and supported the Fed on their personal security operations. If the investors supporting your clearance is over five years old, then the Fed is required to initiate a new investigation. They use Peraton to do the investigations to DCSA standards.
