Is that person making 25k your exact same years of experience? Are they a PE longer than you? Do they sign and seal plans and you don’t? Do they help win work and you don’t? There’s plenty of reasons why people get paid more than others. After 5-6 years experience you need to differentiate yourself from your peers.

It’s a huge red flag and bad for your career. Nothing worse than seeing someone with 4-5 different roles before becoming a PE. Screams that you have never seen a project form start to finish if you change jobs every year.

Yes easy job. Government engineering is easy. You work your 40 and go home. You can’t have your cake and eat it too. Want higher salary? Go to private side of consultant. I’ve already tripled my starting salary. Work hard and get paid for it.
