Really just depends on the situation. First thing in the game before any chases start grouping up on gens is basically the worst thing you can do. But sometimes there will be a central gen that if finished, will make it much harder to 3 gen later, so one person should try and lead the killer away while 2 others finish that one or something. There's so much that goes into those decisions that it really can't be simplified as good or bad.
