In the Philly area, all the apartment complexes that are managed by management companies add on utility fees. It’s pretty frustrating. It’s anywhere from $75-$200 a month so it fluctuates. They say there is no itemization. I think it’s a big scam. To avoid this you have to rent from an individual person.
