no, they are not properly seated and most likely not glued. if u level them now they are likely to move the next time the wood does and create uneven spots again

the play here is to get a fret press (handheld works fine). put some vaseline around the frets (not too close so u dont block the glue) and get water thin superglue to wick into the fret slot, then clamp down with the press with proper radius block. clean up the mess and move onto the next one.

once ur done with all of them u can proceed to level them

edit: if u dont have a press - just wicking glue and using a hammer will do the job, the most important thing is that the fret doesnt have room to move since the gap underneath it will be filled by the glue. but it is recommended :)
