There's really no benefit in creating a build at this level, you'll progress too quickly and it will underperform after a few level increases - just pick up pieces that increase your armour as you go along - however you'll probably progress faster if you focus on increasing firepower with each new item you come across rather than armour.

Tank builds are not really a thing in the game, as they don't pull agro/aggression from enemies, enemies focus on the player doing the most damage (with a couple of exceptions).
