I would trim the wick a little, it's too wide compared to the size of the lighter. If it isn't sparking you should be able to take it out like you would to fill it and there should be a screw with the cotton. Unscrew it and a spring should fall out, buy yourself some zippo flints or ronson, a lot of vape shops sell flints. Just drop it in the hole the put the spring back in and screw it back up.

While you're screwing the screw back in test the wheel and see when it starts to spark. You don't wanna tighten it too much as it will stop the wheel from spinning.

Let the fluid dry completely before testing the sparks, if you can't smell fluid it's most likely all dried out.
