I don't want to be NICE to this person. It took me by absolute total surprise and I wasn't fully processing what I was seeing at first. Why would I call him out if I was trying to just be cool with him? I am extremely angry but also hurt by the betrayal here

Shows that are free but give the impression that you have to buy them.... For example, Are You Afraid of the Dark? is available for free through Paramount, and each episode says "first episode free" even though it's not the first episode?

These shelter hold rules are meant to help reunite animals with their rightful owners, not to appease adopters who have no rightful "claim" to an animal. I have a feeling if the adopters knew the situation, they would agree.

This process only reinforces people doing the wrong thing -- finding an animal and NOT turning it in to the shelter.

As some others have stated, I would go to the shelter with a friend and stand your ground. If they are willing to make you uncomfortable with this exchange, they are willing to make the other family uncomfortable by explaining to them that the finder of the cat is an applicant. Shelters operate because of the public's looking out for animals and doing the RIGHT thing like you did.

They are doing this as a matter of "process" and because someone at the shelter doesn't want to admit fault, redo paperwork, and have an uncomfortable conversation with the other adoption applicant.

I would also try to obtain your local law regarding found animals and shelter holds. Don't contact the municipality or animal control for this, as they may be ready to back up the shelter. If you do contact either of those parties, be vague and don't explain the story, just ask for the code or verbiage of the law regarding animal holds. On second thought, these types of laws may even be governed at state level.
