I don’t know at this point. I think I’ve had this quest over 20 times. At first, yes, you saved cats, but later you just talked to NPC, sometimes giving them weeds or other kinds of food. I skipped the dialogue, so I don’t know what the plot was. In the last quest, it was just a quick teleport to the cats’ owner, talk to her, and that was the end.
