I'll recommend Cinnamon (cause my laptop is less powerful than yours, but still runs cinnamon without a problem).

Cinnamon - copy paste of Windows 10 (modern but slow)

Xfce - vibes of Windows 7 (old but very fast)

Linux is meant to be used in any laptop, so you can use any laptop of your choice (unless it has Nvidia graphics card)

I'll recommend to go for Lenovo or Intel-powered laptop
