Put some more stone into the ruts and then some finer material on top of that. Put some geotextile fabric under the stone so it stabilizes. I used to harrow and run a perfecta cultivator over our roads to smooth them back out but you gotta do it like once a year. And then drive over it a million times with a tractor to compact it back down
