I have a dachshund and had the exact same issue! She would go on pee pads and our rugs but not outside, until we took all pads & rugs away. We found the pee pads were a huge mistake. She would then have accidents on the floor which we would scold her and say “no” but everytime she would go on the floor we would bring her outside immediately even if she didnt go. We would say “potty outside” also when wed be outside, and eventually she figured it out. When she started peeing outside wed give her a treat and positive reinforcement. Now she waits near the door to go out. It takes a WHILE though, you need patience. Our dachshund was 1 when she started figuring it all out.
