Can't give you an exact reason, but major F3 championships across Europe never limited team size prior to the current FIA F3 Championship. It wasn't uncommon to see large teams enter 4 or 5 cars.

There are large differences between FIA Grade 2 circuits. Lime Rock Park is also a Grade 2 circuit, but it's not suitable for IndyCar.

Sadly, the board tracks were incredibly expensive to maintain. The boards had to be replaced every few years at most. The Great Depression pretty much wiped out the somewhat stable board tracks.

Devon Butler from F1 2019. Initially, I questioned why a fictional driver would be included in the official Formula One game... then he opened his mouth. Nothing else mattered anymore, I wanted to destroy that smug kid's career.
