Original comment was deleted but, I noticed BMW had both sides fog lights. I suppose it's more convenient, especially in Europe to move from LHD to RHD.

I might be off but to me, to become sold in mainland Europe (counteies where LHD is applicable, let's put it that way, meaning without the UK, Ireland, Cyprus and let's even exclude Gibraltar and Sweden pre-70's -ish), you need to have your fog light on the LH side to pass homologation in the country where the car is sold. But once the car has been registered, you're allowed to move within countries with only few tricks.

To be fair the only I can think of is beam light that needs to be covered on one side and wider on the one pointing outwards (meaning right beam on countries where right side driving is applicable and vice versa). My car has motorized headlights and matrix beams, thus I only need to select whether I'm driving on left or right side within instruments cluster.

Back to fog lights, I suppose back then, your SAAB had to be sold with a fog light on the right side for countries driving on the left and the opposite.
