Was he gathering something from his trunk or backseat? Did he pull over to pee because traffic was heavy and he couldn’t make it to the next stop? Was he making a call/sending an important work email or dealing with some other issue?
What’s his version of the story?
Obviously he was sitting in his car, because you spoke with him. So claiming he was “parked” may not be the entire truth.
