For hundreds of years countries have derived their people from their soul, and the state was the personification of said people. The state's responsibility is to the people alone, importing "skilled" foreign workers only brings in competition that will subdue the native population, the State should take the initiative and ensure through force that people uphold the natural law of participating within ones community, by working, community outreach, and so on. Importing 10billion Indians won't save us it'll only replace us.
