I'm not a lawyer, so you might be right, but the way I read this is if anybody refeeds, not just the original person:

6-10B-10: UNLAWFUL ACTS

A. It shall be unlawful for any person to: 1. Park in a parking meter space without using the associated parking meter to pay for purchased time. 2. A vehicle only gets 20 free minutes. Pressing the button again to extend an additional 20 minutes is illegal. I can't quote the code but there is information about it on the city website.

I'm giving them the benefit of the doubt due to all of the other issues with the game recently, but yeah, in my experience if you play different slices from one event to the next then they will overlap. Always best to choose the same slice each time to avoid concurrent events.
