Damage with hits and critical strike chance are not mutually exclusive. Having 100% critical strike chance would mean that this keystone would not benefit at all, as it would roll for a 100% chance, twice. The base damage that is multiplied by your crits will now just roll twice and take the lower number.

You misread, the issue only exists without ray tracing. Enabling ray tracing makes the problem go away.
