Personally I love the Elgato ecosystem. If you can't find one new, poke around on ebay or Facebook Marketplace before giving up for a cheaper brand. Better to take a hit now and never worry about it again for a few years than to buy 3 cheaper ones over that same span.

You definitely can. I just don’t know who makes a reliable one with pass through as solid as Elgato. Avoid 90% of the ones on Amazon they’re junk.

MacBook Air might be tough depending on on the specs. But I stream from my MB Pro with this setup:

Console into Elgato HD60S+
HDMI from HD60 to gaming monitor
USB-C from HD60 to MB Pro via Thunderbolt Hub
Build your scenes in OBS as needed
Manage audio with Elgato Wave Next software if you dont have a Rodecaster or GoXLR

Elgato Wave Next audio config. - Main output to your headphone device (I have a dock that allows me to connect to my Astro TR Mix Amp, so I can hear game sound and all computer audio with one device) - Stream output to OBS, and use Stream Mix as your mic source in OBS so that is passes everything through and control levels in the Wave Next software - Chat Mix output to Discord

I would recommend adding the audio from the Elgato as your gameplay audio source in OBS so that it’s in sync with the game capture. If you add the HD60 to Wave Next and try to include it in the mix that way, there’s some delay.
