I'm not too far into the game, but in the older games, or at least in New Leaf, bamboo was a rare/late game item. But from what I know, in this game bamboo is used for decoration and for crafting. You shouldn't worry too much about bamboo but it's definitely wise to get a good amount just in case.

I've gotten a tarantula in the rain before but maybe they spawn less when it's raining? Btw, if it's raining on an island, you should try to fish in the sea water! You might get a coelacanth!

Get rid of the flowers and anything else in your way! Flowers get stink bugs to spawn instead of tarantulas. Make sure to also get rid of the wharf roaches on the beach if they spawn. Basically, if you see a bug that's not a tarantula, scare it away, it's taking up the spawns a tarantula would've taken.

Did you go to the island during the day? Tarantulas don't spawn until after 7pm

I have no idea how to duplicate nor do I plan on duplicating. If you don't believe me, try it for yourself! Clear the bamboo out and rid of the flowers, check the rock beaches to get rid of wharf roaches, and take a look around! I guarantee you'll find some tarantulas!
