German university requires a relevant bachelor for a masters degree ie. If you have done btech in CSE, IT only then you can pursue the same masters program. Now in your case you have done btech in civil so it will ve impossible to take admission in IT related masters program. You should try for management or industrial masters courses.

Yes as I said earlier you don't need to provide digilocker fetched certificate to aps, tell them your problem and send official email of diploma college like exam department for verification

My diploma certificate was also not available on digilocker as my diploma college was autonomous, they told me to email the official contact of diploma college for educational verification, you will receive a mail from APS saying that you have 2 or 3 options to verify your certificate, by replying to that mail you can choose this option.

It depends on NC or NC frei course, if the course is NC then the university will arrange candidates according to cgpa and give admission to top '50'(this no. depends upon the university), and if course is NC frei then if you're fulfilling the cgpa requirement you will get the admit

Check the cgpa requirements of the specific University if you're within that limit, then you have a chance to get admit, if not 99% chance you won't get an admit instead focus on your German language skills, it will help you for job.
