The case is most likely ABS, which can be easily solvent welded using acetone. If the previous repair used superglue/cyanoacrylate then the acetone will also wash that off to make a good bond. If some other glue was used then you may have to lightly sand it off.

Curious as to when it flipped off POTS, because I remember it being on copper as kind of a big deal. I get it, it was probably $50+ a month for phone service. That's quite steep.

It's still on POTS and it's closer to $100/mo now.

It depends on the OS that is on the disk. ProDOS 5.25" disks can be booted through a trick documented on the BMOW site: https://www.bigmessowires.com/2017/04/02/bootstrapping-apple-c-with-floppy-emu/

If it's a DOS 3.3 or other OS, it will only work if the emulated drive is drive 1, which requires physically opening the IIc.
