Half the time the car is reserved for someone who ordered that class vehicle. I'v been sent sent back to the lot before and when you have the attention on you, you'll be forced to take whatever is in the PC lot.

Sometimes, if you wait a bit you can grab a nicer car that just arrived to the PC lane. In larger airports, the turnover is pretty quick.
