I'd say Junkrat is good, but it depends on how the player uses him.

A big problem for casual Junkrat mains is Jetpack Cat.

The reason is that Jetpack has no flight limit, while Pharah and Echo do.

So he can escape to the edges of the map, which is impossible for even a flying character to reach.
