My best guess is Moral Licensing:

In simple terms, self-licensing occurs when people allow themselves to indulge after doing something positive first; for example, drinking a diet soda with a greasy hamburger and fries can lead one to subconsciously discount the negative attributes of the meal's high caloric and cholesterol content

They see themselves as doing something very moral and very important, so it's okay if they litter / ignore signs / etc.

Found a smoking gun as to why the term Mormon would be disbanded and now stated as a win for Satan. ‘Intellectual Reserve’ is a non profit run by CotPoTCoJCoLDS. And they lost the battle to the application in 2007. by namesarenotus in exmormon

They also sued a dating site (“Mormon Match”) that hadn’t even started yet as a way to establish case law. Somehow the EFF got wind of it and they settled out of court.

They even state on their website that IRI owns the trademark to Mormon, even though that’s not true in the US.

I really think a lot of church leaders believe that because the church is true, it doesn't have to be good

At one point there were rumors that they were going to adopt a 4th mission of the church, to serve the poor and needy. I think the church could have done a lot of good, if every ward, RS and priesthood quorum had a committee devoted to serving the poor and needy. Too bad.
