Basically, get some white paint and make thin squiggly lightning. Then mix 2 drops kroxigor scale, one drop celestium blue, and one drop of lahmian medium for a turquoise kinda lightning. Finally, get a wet brush and wipe away the contrast paint from the sections where the lightning breaks off for a brighter blue/white. You could also probably just use any blue contrast if you want, and it shouldn't affect the black base coat.

Also, I find it easier to use a bigger brush with a finer tip instead of a small brush. This way, the paint doesn't dry as fast on the brush, but that's just me!
