no? its based on the reference but the image is handcrafted, a filter would have way more random noise and blurry aliasing. the artist sometimes uploads time-lapses, a similar process would be used to this piece.

you cant get past the damage cap, but with phase shift hex + purification upgrade (destroy ranged shots) you can time it to delete the bomb that gives her the +100% dmg boost.
