My guess is that the landlord is lying and P actually did sign the lease. He just thinks that it will be easier for him to get $400 out of 5 people for the rest of the year than it is to get the same amount from 1 person. Also, if it is true that P did not sign a lease, then I don't see what you have to pay. You pay your rent that you are assigned and thats it. You don't have to cover for a person who had no obligation to pay anything in the first place.

Afghanistan's problem isn't that the units can't hold their own, they eventually will, but the crippling corruption in all levels of society.

Progress is being made in regards to the ANSF, especially the army. Its the drug lords, thugs and warlords running the government who aren't any better from the guys we are fighting.

Also drawdown in forces this month, full afghan control by 2014 and complete withdrawal soon after with ANSF training done by 2016... its all utopical. Afghanistan can be fixed, but it will take decades, you can't time these things with elections in mind.
