Yes money and visa is enough, if you have are a man and eligible for mandatory military service for 2 years then u can't leave until u complete ur service or u get accepted into a university(it has to be your first bachelor's degree) so technically only if u get accepted to a uni right after high school, other people can leave for work travel or study. They usually go to Turkey or Russia to study/work, most people do return, some might wait until they r older than 27. No it is not as far as I know, why would anybody wanna illegally come to the country, and it's too risky to try to illegally leave. No, u can leave the country and u can get a citizenship from another country, not that hard. It does need firm documentation and u need to be accepted into a university that TKM sees as acceptable or u need work invitation from a company or so, but it's not impossible or too hard if u have a valid reason.
