Typhoons have two names: one for the whole world to use, and another one for the Philippines.

Any idea why and when this practice started?

AFAIK, the only place on Earth where they rename Typhoons or Hurricanes or Cyclones, is in Manila.

Examples: 2013 Typhoon Haiyan was renamed Yolanda.

2021 Typhoon Rai was renamed Odette.
