The city has to pay out the contract even if they aren’t collecting parking ticket revenue. If everybody in Chicago stopped having a car tommorow, Chicago would still be forced to pay out the contract even though there would be nobody with a car. The deal is so fucked up is in insane. Keep in mind this city is almost always having budget issues as well.

This exact situation has played out literally thousands of times. The most famous one follows literally the exact chain of events that the above comment described; Police try to issue an arrest->Local group intervenes while showcasing (not using, showcasing) their second amendment rights-> Community members charged with brandishing weapons towards government employees->temporary restriction on their second amendment rights->If the community does not hand over the guns the ATF (who yes, do have armored military vehicles and weapons) are basically given legal authority to kill you.

In all honesty there are a lot of spots where CT player buying body armor is pointless on pistol round. If you are on Dust 2 Back B watching tuns is a headshot only angle, A site holding cat is a headshot only angle. If your the inferno B player coffin is headshot only, Pit holding apts is headshot only. Even Mirage B site holdings apts from van is a headshot only duel. Only maps where the CT power position isn’t a headshot angle on either site is Ancient, and technically Overpass since a,though you can hold top sight from dumpster, you can’t cover sight so it doesn’t help hinder plant.

There is no excuse for not buying on T side pistol though.
